Assembly:

I used this 16mm locker key: https://amzn.to/4drbgi3 (This is an affiliate link)

1. INESRT THE SAND SHIELD ON THE LOCKER KEY

2. TIGHTEN THE LOCKER KEY FROM THE OTHER SSIDE WITH THE NUT

3. INSERT THE METAL LATCH AND TIGHTEN THE SCREW

THE LATCH NEEDS TO BE ALIGNED WITH THE KEY LIKE SHOWN, TO LOCK IN PLACE.

4. AND YOU ARE DONE!

Maybe you will need to help the cap come loose with some plyers.
