If you have several long clotheslines next to each other, it can sometimes be nice to be able to hold them apart.
For instance, I like to dry duvet covers, bed sheets or other large items hanging from the middle, one half on each side of the clothesline. But for faster drying it's better if air can flow between the two halfs.
Because the wet items are heavy, I used to put the items over 3 or 4 lines to try to keep the halfs apart. This of course uses alot of lines, and limits the number of things you can dry at the same time.
With this spacer you can simply put it between the clotheslines next to the item you are drying, and allow plenty of air to circulate.
This is made for 3.5mm clothesline, and a 14cm spacing between them. If you need a different size you can easily do this in your slicer, just scale the hole item till you get the opening for the line to your desired size, and then scale it in just the lengthwise direction to get the spacing you want.

Filament type shouldn't really matter, I use PETG.
Infill is not that important, the shells makes up most of the strength, I used 3 walls, 3 top and 3 bottom.
