To edit the step file.

Edit the step file in solid edge. Open as an iso metric part. 

Go to options - units - length and click the drop down menu and change it to 0.123 - apply - ok.

Click on top view - CTRL T then press CTRL H

Select the 'smart dimension' command - shown highlighted. Click on the left side and then the right hand side as per picture.

Make sure that the dimension arrow is selected according to the picture - not really serious if not selected correctly, it just moves a different section at a time.

Change the size according to requirements. 

You can also change the rod clamping size as per the picture if yours is too tight / loose.
