This model should be printed with the outside of the scales on the printbed. This is the way it is already oriented. The model named “Scale” doesn't need any supports and can just be printed as is. The model named “ScaleWithCutout” needs to be printed with supports for the cutout at the toothpick opening. This cutout makes it easier to remove the toothpick. My recommendation is to use prusa slicers paint on support or equivalent for your slicer for just that section.
I provided the freecad file I used, so the design can be modified easily. Depending on your printers accuracy you may need to debur the holes on the inside of the scale to allow the press fit to work. It's a pretty tight fit, so the scale won't come off and you may need a vice to press it on, depending again on the accuracy of your printer.
