This is a simple hanger for things like collars, bands, etc. on both sides of the rack. It will work with 3" x 3" with either 1" or 5/8" holes. It will also work with 3" x 2" racks. Metric racks will work, too.
To use on a 3"x3" rack with 1" holes, you need to print one of each of the files. The recess in the washer is to account for the reducer sticking out a tiny amount on 75mm x 75mm racks so it should face towards the reducer/rack.
To use on a 3" x 3" or 3" x 2" rack with 5/8" holes, you need to print one of the nut and pin and two of the washers (which are entirely optional to keep your collars from banging into the rack). No reducer needed. It will work in either the 3" axis or 2" axis.
I printed mine in black PLA with 4 perimeter walls and a .2" layer height and a gyroid infill. The first time you thread the pin into the nut, you'll likely find points of resistance. Back off a quarter turn and keep going until the next point of resistance (kind of like tapping a hole).
