This dispenser utilizes a spring-loaded plate to push the espresso paper filters to the top. It is intended for 55mm filters but should be capable of accommodating smaller sizes as well. After assembly, the screws should be adjusted to ensure that the plate is level and it's easy to retrieve a paper filter without much resistance. To install the filters, simply take a small stack and push it down onto the plate.

It helps to pre-thread the holes in the plate. Assembly is a bit finicky as the springs are longer than the screws so the springs are under compression as the screws are being tightened. The pictures show an assembly order that works reasonably well. I also used a few small pieces of masking tape to hold the screws in place during assembly.
