UPDATE: Increased size of hinge hole and added fillet on bag lid teeth

Printing

6 STL files;

The base, lid for the bag area, the lid with hinge, both lid files with supports I designed, and a carabiner. I printed every file just fine but I recommend the files with supports.

Assembly

The hinge in this model requires a small piece of filament. I cut the piece to size then glued the open ends shut. Reference photo below.

(If your printer tolerance is an issue and the filament is too thick to fit in I recommend sanding the filament piece down to size.)

To insert the bag lid, place a small amount of bags within the designated area of the base and feed them through the bag lid. Then tilt the bag lid and insert the long insert section first then push down on the front. The long insertion should create a tab that sticks out the front of the base. It should look like this.

To remove the bag lid, push on the insertion tag and pinch the other side of the bag lid. It will made a click but come out intact. Don't pull too hard. It should look like this.
