Use OpenSCAD with the .SCAD file. Or use the “customize button” on Makerworld, select any Emoji as cookie shape and create your cutter/stamp, in the size you need! 

Food safety

PLA in principle is food safe, but additives or colors might be not. Bacteria can get caught in the layer lines and wont easily wash out. If you use it for cookie dough and want to be on the safe side, put a sheet of plastic wrap / saran wrap in between the dough and the cookie cutter. And while baking the bacteria should be killed.
