You can print it with TPU for a rubbery texture or with normal PLA if you are on a budget.
In Blender you start with a cube. Make it wider. Add a modifier called Subdivision Surface. Set level to 3 and on the top left corner select Object Mode and change it to Edit Mode. Open the cutting tool and do some cuts horizontally and vertically, and while you're doing that, slide'em a bit. To set the texture you click the material symbol (the menu on the right), select Base Color and change it to your needs.
If you're done, now select the Render tab on the far top and click Render Image. Now in the window click “Image” and save it how you want it to be saved.
