The washers are optional but I usually prefer to use them when I can in 3D printed parts to minimize creep issues. The base also has cutouts for 10mm rubber feet for added grip/stability. The M3 nuts on the bottom will be covered by the rubber feet for the center.
The two included files have different tolerances. One for 0.1mm and another for 0.2mm. You should be able to match this with whichever tolerance value worked for the rest of the parts.
I used PolyLite PETG but I found this does have a bit more flex than I expected, even with the slots and 4 perimeters. You may want to increase the perimeters even more or use a stiffer filament. Doesn't affect function much and I wanted to keep the colors consistent on mine.
*I ended up reprinting it in PolyLite ASA. This material is a lot more rigid while still being hardy enough for a tool. PETG works if you skip the rubber feet but had too much flex otherwise. PLA would have worked fine too but I generally avoid it on functional prints.
