Glue the tow frame parts together. Use a piece of filament (heat it with a lighter and roll it on the table for getting it straight) as axle, glue or stick the wheels on.

Use 5mm of filament to align the two barrel halves, glue them together and glue the barrel on the trailer.

Get a very small steel nail and push it through the moving part of the towing bar, so that the other end is fixed in the frame. If you don't need a twistable towing bar, just glue the parts together.
