Ratchet Fidget Toy V2

I received several comments on my original ratchet fidget toy that the center wheel could come out of the frame very easily. I created this new version to address those and some other issues:

• Angle on inside of the frame is steeper and frame extends past the wheel a bit. This makes the wheel much more difficult to come out of the frame.
• Added more clearance between wheel and center hub to make it less likely for the hub to get fused to the outer wheel.
