Because the main board is only a DC-DC converter capable of drawing 5A the supply requires an extra AC-DC between the mains and its input.
The power supply is not really that great since its minimal voltage can go only go to 1V minimal and the current limit can only be set when one of the channels is shorted.
The voltage range is always from 1V - X (depending on what kind of input AC-DC supply you have (24V examples add the option to go to 24V))
Overall its a really cheap way to get a simple DC adjustable power supply. Normally I use it for charging batteries and testing simple circuit boards while repairing them.
