Should work fine as long as the pipe is relatively horizontal. I doubt it will work with the camera on the top, and it definitely won't work with a vertical pipe, because there is no clamping force.
This is designed for the original Cam Pan and may or may not work with later models. The primary considerations are how deep the screw hole is on the base (this is designed for 7 mm) and how large the base is (this is designed for a 50 mm diameter base). Most of the dimensions are parametric and adapting for more/less exposed thread should be straightforward. The base can't get much bigger.
An M3 screw may work as-is, but may require tweaking the files. You want a ~16 mm screw to go through the bracket entirely and into the other side of the slot, but you could probably get away with something around 8-12 mm, as the screws are really just to stop the bracket from sliding out.
