I took Shira's gorgeous model from Thingiverse and fixed the files in Meshmaker. The grey and turquoise one was printed from these files. The large nose horn on the blue dragon was sculpted with epoxy putty, and is not part of any stl file.

Chose with or without built in supports.
If you allow your slicer to auto-generate supports, I strongly recommend you put a “no support” block inside the mouth (from the front teeth to back behind the ring). They're not necessary, and a pain to remove.
Fits on an Ender 3Pro print bed at 95% if you rotate it precisely.
I have successfully printed this at 15% or lower size on an FDM printer, but the ring becomes a challenge when it's that small.
EDIT: The file with V4 at the end has removed eye surface walls that Cura ignored and Chitubox did not. V2 and V4 also have been fixed so that all the supports now reach all the way to the build plate. You can print these flat on a resin printer bed, but if you don't have a flex plate, getting them off will be a process and a half.
I've also been able to print the no support versions on a resin printer, orienting the horns down and the snout up. Make sure you have supports inside the mouth for the ring, Chitubox didn't put any in there for me. Angle the eyes, too. at 25% size their base isn't necessarily large enough to stick to the build plate.
