Pine64 Quartz64 Model B Tray

This is a simple design and has a single function, to provide a tray for the Pine64 Quartz64 Model B Version 1.3 SBC to sit in.  It is intended to protect the bottom of the board to help prevent grounding or damage while in use.  There are no cooling functions other than the Pine64 cutout.  This is a work in progress but functions as it should.
