Fusion 360 file included (.F3D). Design aspects can be adjusted via 'parameters' in 'Parameters Table' ('MODIFY>Change Parameters'). Parameters to change are in 'Favorites' section. Imperial units used (inches), though fasteners (bolt/nut) are Metric (millimeters). 

If you increase or decrease the Pipe_DiaOuter then the valve will automatically resize to the size of pipe you want to use. right now, it is 4.215 for a 4 in pipe. If you change it to 2.875 it will fit a 2.5in pipe. 
 

Print the ball in the same orientation as the purple ball pictured. Prior to gluing on the bearings make sure to add an M4 nut so you can attach the lever. Make sure the lever is level to the case, if not level then the detents will not function as intended. All nuts and bolts are M4, length will vary.

Differences of the remix compared to the original

With this redesigned model i changed a few things

Modification from original:
1) Added detents to hold valve in opened and closed positions.
2) Changed 'bearing' to align with vacuum flow (so, no more misaligned 'lever').
3) Changed end "tubes": one end will slip into a female PVC fitting, and a hose/clamp will fit over other end.
4) Added small seal to help stop leaking at seam where the "cases" get joined together.
