It requires two M6 screws, two self-locking nuts, and two washers.

 

Printing: To maximize the part strength against stress, it will experience (with a fully loaded suitcase), I printed it on its side and used organic supports. For the same reason, I used PCTG and 0.6mm nozzle.

Unmounting broken wheelbase:  The wheelbase is mounted with one torx screw to the suitcase. To remove the screw, you need to make a small incision in the material inside the suitcase.  The screw is hidden beneath a piece of foamy tape. After unscrewing it, the whole wheelbase slides out to the side. 

Removing broken wheel mount: By design, the wheel mount is riveted together with its base. The rivet needs to be drilled off and removed. The base and the wheel mount should separate with a bearing and its raceway. Then, drill through the wheel axis to separate the wheel and its mount.

Mounting 3D-printed part: Insert a Man6 screw into the 3D-printed part, then put a raceway and a bearing on top of it and insert the whole part into the wheelbase. Use a self-locking nut to secure the wheel mount to the base. Use another M6 screw to mount the wheel to its mount. Do not tighten the nut; there should be some play for the wheel mount to be able to turn around. Use two washers (possibly large outer diameter) between the wheel and its mount to decrease the wear of the mount. Again use a self-locking nut to secure the wheel, do not tighten it, so the wheel can spin.
