This is a case for a PD Trigger fixed voltage decoy board that can be used to connect a PD capable USB powerbank to a QRP Amateur Radio.
The chosen PD decoy trigger module is a Youmile 2 pcs PD/QC/AFC fast charge decoy trigger which is selectable to produce an output of either 5V, 9V, 12V, 15V or 20V https://www.amazon.co.uk/dp/B09WTQC5Q4
You will also need the appropriate pigtail wire, some solder and 4 x M4 * 8 screws.
I would suggest once the pigtail has been soldered to the board, using some hot glue to act as a strain relief and to act as a waterproofing agent.
I would also suggest a ferrite on the pigtail just in case.
