Ok so this is a spiritual successor to the Fiddle linked here. The problem is the pieces/model files are incomplete. The user hasn't updated it in quite sometime and I had no success modifying the fusion 360 file. There are parameters that you can change to supposedly make the model adjust and resize for bigger necks/wrists, but that was a bust for me. Something about constraints while modifying the parameters. It was a bit heart breaking.
Someone suggest just scaling everything up. Which I realized was a viable option because it would just…make everything else fit.
So I did. The models here are not the scaled up versions, but they are the direct export of the models from the fusion 360 file so each piece is going to be here.
Now comes to the gotchas of this whole process and ones you are most likely going to run into
When I got to one of the STL files and scaled it up 25% so in cura the piece was set to 125% uniform scaling it didn't fit. I printed it 3 times over, tried doing all sorts of things. It never fit.

This is the bane of my existence and I swear I will never forgive it.
After a lot of teeth gnashing I realized that there was another option. one of the other pieces would fit. Right Clip - Body 1
I threw it into TinkerCad and I carved a small curve out of it to make it proper and it worked. I printed it and it worked like a charm. Glorious Wolt was born. It fit and I completed the print
Through the process of writing up this post I realized I had an answer already and I didn't realize it was a thing.
Left Clip - Body 3 is an exact duplicate of Glorious Wolt. So i'll be writing up the part list to print and the count and follow that and you'll be fine.

Glorious Wolt - replacement for left clip 1 - body 1(depricated) - this is just included for posterity because I was proud of macguyvering the solution.
Use the large neck stl to size the whole thing up. By default I believe it's about 147mm wide so if you fits around your neck then print as is. But if you can't put it around your neck and you have trouble then scale it up. And then scale the rest of the pieces up the same amount and the pieces should all come together.
The shackle pieces, i would say are optional. They are devious little buggers, but I'm still on the fence about utilizing them and I still don't know exactly how they are assembled. I guessed and I think I got pretty close.
assembly was done with the following screws and nuts
#6- 32 x 1-1/4-in Phillips/Slotted Combination-Drive Machine Screws
NOTE: this assembly was done with the size upped to 125% across all the parts. So if you size up further or somewhere between you might need something different for assembly hardware
I'm not sure how many you will need, I assembled with just a handful for test assembly and have yet to slot in all screws.
I got a pack of 50 screws and nuts at a big box hardware store 6 bucks(100 pieces, 50screws/50nuts)
