A long time ago, when GPU prices were cosmic, I managed to buy (probably from a bitcoin miner) AMD Radeon Instinct MI8 graphics cards - Like a GPU but completely server design, without its own cooling, and without its own image outputs. But under the backplate - these cards have a normal one DisplayPort connector (just cut a little plate and you can connect a monitor, it works!).
It's worse with cooling - these cards heat up well (TDP ~145W), and the original heatsink alone is not enough, there must be forced air flow. That's why I designed and printed this adapter - it allows you to put any fan (from some old damaged graphics card) and it will blow great through the original heatsink.

A fan obtained from an old card - we connect it to the slot on our card, these cards have a standard 4pin fan connector (12v, pwm) but unused. Glue to the back of the case.
Screw the upper cover to the lower one using 5 M3 screws. If they're slanted, even better.
The whole thing can be taped to the card, or screwed with two screws to the sheet metal housing of the heatsink (if someone is not afraid to drill 2 holes here, there is a lot of empty space underneath, the screw will not hurt)

The cutout in back of the printed housing allows you to easily connect the PCIe 8pin 12v power plug. 

These cards is not “top graphics for gaming” (performance just something like GTX1660, 4GB ram) but have very strong processing power when ram bandwitch comes to play - they have not 128, not 256, but 4096 (!) bus widht for memory. 512.0 GB/s !
