Print in vase mode. For a 0.4 mm head, set either 0.5 mm or 0.6 mm in Cura. This will make the cup stiffer.

If you need a smaller version, e.g. for a doll's house, scale the pencil cup accordingly. For example, if it is to be 9mm high, you must set the scaling to 10%.
