Backing Plates for Pannier Hooks

Building off of dylan's design, I threw together these backing plates, allowing me to attach the pannier hooks to anything that may not have a reliable enough surface to mount on. For my purpose, I used these to connect the hooks to some Wald 582 baskets so that I could easily remove them from my bike when I'm not using them.
