My cheap Winsinn fans make a pretty terrible rattling sound when printing at accelerations over 5k. This eliminates most of the rattling sound by pushing the fan against the hub.

The pressure on the hub can be adjusted by sliding the clamp inwards or outwards depending on how hard you need to push on the hub to keep it from making noise. Test your fans to make sure they still spin freely, and aren't getting too much resistance from the pressure due to the point.

Print as shown. I recommend a 0.4mm nozzle or smaller to get the fine details on the center point on the fan.

This was designed to fit my Winsinn fans. The point should be directly in the center of the fan. If not, you'll get some noise and drag on the fan, slowing it down.

I recommend printing in something other than PLA, and using 0.10-0.15mm layer height.
