This is a real working tape Dispenser. i made it in Onshape, and if the hole is too big for your tape roll you can edit it here:   tape dispenser. | Part Studio 1 (onshape.com) you can also edit “Shell 1” if it's too flimsy. it also has actual spikes on the end for cutting tape!
