My toilet paper holder was old and broke, so I set out to make my own and this is the result. I tried to keep the design simple, easy to print, and easy to put together. It uses 2 M5 25 bolts and 2 M5 hex nuts to hold the spring loaded levers in place. Simply glue the hex nuts into the base, put the spring into the slot in the lever and just wiggle the spring into place. The spring I used was just from a clicky pen I got from the store, its 4mm in diameter and 28.5mm long, though I'm sure a longer one will work well, and maybe even one a tad bit shorter would work too. Specifically, the pen I used the spring from is a Zebra Z-Grip pen. Probably when I get some threaded inserts, I'll make another version to use them, but the way it is works fine for this. I've also included the .f3d and .step files in-case you want to change it to suit your own needs better.
Since making this I've learned a bunch in Fusion 360 and realize that all my previous drawings were following like the opposite of best practices, so be warned if you want to edit this. Anything after this point should be much better lol.
