Simply print both parts and insert a piece of paper into the outer ring before friction-fitting the insert inside of it. I use circular punches of 25mm and 38mm to create consistent circles.
25mm variant is intended for PCs, NPCs, and anything of normal size. 38mm is intended for larger enemies and constructs.
Depending on your printer, you may have to scale the insert up or down a percent or two. It should be a tight fit. Due to the layer lines you can push it in and have it hold quite firmly.
Flip the outer rings 180 degrees to print easier with no supports, not sure why but I can't fix the orientation in the model itself!
