This enables you to have the base of the Reolink camera parallel to the ground and lowers the camera below the eaves. The camera model this was made for is the RLN8-410, 12 MP camera. This particular camera has a base diameter of 117.4 mm according to the Reolink site. It may work with other cameras with a similar size.
The countersunk holes are where you would attach the spacer to the soffit using wood screws. The smaller, non-countersunk holes are where you would attach the metal mounting plate included with the cameras to the spacer itself.
The open center allows you to keep connectors out of the elements should you decide to keep them inside the spacer. Alternately you can run the cables out of the spacer should your mounting needs require this.
My soffit angle is 20 degrees. Depending on your angle, this spacer may or may not work for you.
Due to your local climate, temps, storm situation, etc you may want to adjust the number of walls and/or infill depending on your needs
The angled part goes against the soffit, and the flat part goes against the mounting plate for the camera.
