Scale was all wrong, I needed to first scale it 10 times down, and then adjust width of the belt slot using measurement tool in Prusa Slicer. That enlarged it about 2%. I didn't print the insert because I couldn't be sure I'm scaling it right.
That said, it looks good, prints fast and reliably, mounts on the backpack easily, and on contrasting fabric looks really good even without the insert.
I printed in PLA because the size issue made me anxious to use more expensive ones, but do not expect any structural properties from it if you do. It shouldn't be load bearing in any way unless you can print it in something that won't snap and shatter like PLA can.
@Molot I vaguely remember a 10x scale issue when I initially remixed the original model in Fusion to add the cutout. I thought I accounted for it when I finished my remix and saved. Apologies. I'll double check it and reupload.
