Searching for a solution for some new spools that came with a recent filament order whcih didn't fit on the original holders, I came across Aero3D's remix of a couple of other designs and it was almost exactly what I was looking for.
There were a couple things I wanted in the end that weren't incorporated into his design, so I took what I think are its strengths, rebuilt it in sketchup and added some changes of my own. Primarily I changed the mounting holes/pegs around to allow rotation, and increased the screw thread pitch as I had issues with wobble and found it noisy.
Like the original, Its also designed to be mounted in multiple ways:
On the top of a enclosure or flat surface with either screws, the joining plates to connect multiple spools, or with double sided tape.
This design also uses 4x 608zz bearings, and while screw holes and cutouts are built in to allow the use of M3x12 Bolts and M3 nuts in the frame mount configuration they aren't necessary, it mounts/operates fine without them.
The posts are also removable allowing you to replace them without reprinting the whole base should one break, they're also reversible if you want to support the spool from the inside edge vs the outside.

Build & Assembly Notes:
Pressing the bearings into the rollers will take some force, I used a slightly modified version of https://www.thingiverse.com/thing:2275122 which makes bearing installation much much easier.
To complete this build as a frame mount you will need to print:
