Each hole is 16.5mm across. I found that, on average, each Burt's Bees was 15.88mm to 16.35mm from a sample size of 40 tubes. Of these 40, there was one significantly greater at 17.33,
With this information, this should fit the majority of your Burt's Bees tubes, but they are not consistent diameters.
Print in PLA, no support. Any infill works, but you don't need much. I had success with 5% Adaptive Cubic.
