Top section is a bacteria habitat: place a coarse sponge in this section and clean it with proper caution in exceptional cases only.

Bottom section is for mechanical water filtering: place a soft sponge there and clean it whenever you decide it worth cleaning. Just rinse it under running tap water. Keep this section clean enough to maintain strong water flow through the top section.
