I printed with 3 wall count and 15% infill. Very strong using regular PLA.
M3 slides right through without much restriction for the board mount.
The fan holes are self-tapping though so you could/should get the bolts started before mounting the fan.
Takes about 9grams of filament and maybe 30 minutes.
Print without supports for the counterbore holes as they are a pain to get out.

The 4010 fan i originally wanted to used was on its last leg and making terrible noises. I only had 80mm fan 24v fan laying around so i decided to mount it instead. Loved STOLL.IM's design so I remixed it for a larger size fan. I tool a few liberties with curves and height to make it work but I think this stays true to the OP's intent.
