A simple leg. Attach two to a case fan of your choosing and plug in to power.
Don't worry about connecting the speed and PWM wires to anything if all you want is basic on-off control. All you need is the ground and voltage (not all fans use the same voltage, so be sure to check the label if you're salvaging one.)
Be sure to pay attention to the orientation of the connector when checking which wires to use. Not all fans have color-coded wires!
If you do want speed control, you can use a standalone fan controller or microcontroller to generate the PWM signal needed.
