You will need to play with the spinner for a little bit to get the arrow really spinning freely. 

To do this quickly I attached my base to a drill and held the arrow in place while the drill spins the base. Do this a few times and don't run the drill so long that you fuse the arrow and base together if you do opt to use a power tool. 

Other option is just spinning it with your fingers like a mad man and it will loosen up in a few minutes.
