I recommend using only PLA or PET- G material that is certified for food contact.
For printing models that come in contact with food, I recommend using stainless steel or titanium nozzle due to health reasons.
A brass nozzle can release trace amounts of material, which has negative effect on human organism.
There shouldn't be much problem with 3D printing the cookie cutters. But beware! Because food debris can settle between the filament layers, bacteria can start to grow there over time. So after some use, you should throw away the cutter.
