You're entering the DIY area, and the keyword in “life line” is “life”. This means your life is in your own hands (no pun intended) when you're building something like this from scratch. If you miscalculate something and the thing snaps and somebody ends up overboard, please don't blame anyone but yourself. You have to know what you're doing building these things, the liability is only yours.
Ideally should be printed as one piece on a large machine, horizontally. The tunnels inside can be filled with fiber and resin of your preference. Priming and paining isn't necessary, but recommended.
