This is a holder that clips on the back glass of an aquarium to that can hold Dracena stalks (Lucky Bamboo).
The internal diameter of the circular section is 11 mm. The opening of the two prongs of the clip is 9 mm, but can of course be forced open to put the stalk inside. The back clip part is made to fit onto glass that is 8 mm thick.
These are used in an aquarium with 2 axolotls that seem to enjoy trying to dig up the dracena and knocking them over. However, after starting to use these clips to attach the dracena to the aquarium back glass they are now completely stable and impervious to their attempts to knock them over!
I strongly recommend that you don't print these in PLA, but instead something like PETG. I originally tried printing these with PLA, and while that worked initially, I found that the exposure to the aquarium water/environment made the plastic brittle over time. This lead to the clips failing eventually. However, after printing them with PETG they have held up for a very long time (years) without any indication of failing.
As for slicing the model before printing, you can just place the clip upside down on the print bed in your slicer, and it can be printed without supports, brim, or raft.
