Are these safe for using on a skateboard?

Probably not. It will depend mostly on the material used and your printer quality. Skateboard bushing are mold injected with Shore A polyurethane which is different from TPU Shore A. I do not recommend using printed parts on a skateboard on high speeds. 

What are the benefits of using it?

These bushings will help designers developing metal skateboard trucks using accurate bushings measurements used by the industry. 

Can I use these bushings instead of metal spacers or springs for bed leveling?

Yes, absolutely! Just make sure you are using a good quality material. Most TPUs will print at a temperature between 220°C and 250°C. Make sure you are not heating them over 80°C under your printer bed.
