Another make I made with a different color

This makes my OCD happy.

If I may suggest an edit.

You do not need that much room for the cones. You could make squares all the way across, like the original punch out and use just one cube for the cones. The hole unit could be a little lower then. You could then make a second more shallow unit that serves a dual purpose - as a lid, and when flipped over, as a way to display the mayor's 3 or 4 city block selections. Each cube on the lid would have a gap at the top and bottom so you could press the city block tile in that area and the opposite end would cantilever upwards so you can grab it without fighting with it.
