Even factory sealed filament can be wet when pulling it from a sealed bag. A necessary investment is a filament dryer. Either a food dehydrator or a dedicated dryer and a dry box to store it. It's important not to rely on factory sealed filament arriving in printable condition unless it was packed in a desert and you live in a desert. 

For example, a brand new roll of Prusament PC-CF, made on Sep 27, 2025 and still in the vacuum sealed bag with desiccant. The seal on the bag was intact when it was opened on Nov 5, 2025. After running a large print, the surface quality was poor with lots of zits and other artifacts that indicated wet filament. After leaving it in the dryer at 80C for 6hrs, there was a noticeable improvement in print quality.

As a rule, dry the filament before using it for the first time and store it in a sealed dry box with desiccant and a hydrometer. Try to maintain 10-15% relative humidity in the box. If the hydrometer goes past 25%, make sure to dry it before use. For very hydroscopic filaments like TPU or Nylon it is always necessary to dry before use.
